Proposed Washington State Map Gives GOP Hope

Rep. Dave Reichert is one Republican who could benefit from Washington's new redistricting plan.

A bipartisan proposal for new Congressional district lines revealed today gives Washington state Republicans an opportunity to split the delegation come 2013.

Two of the four voting members of the Washington Redistricting Commission released a 10-district map that insiders believe includes one tossup district, five districts that favor Democrats and four districts that favor Republicans. Incumbents likely benefiting should the commission approve this map are Republican Reps. Dave Reichert and Jaime Herrera Beutler, whose districts get a few points better, and Democratic Rep. Rick Larsen.

The plan gives the state a majority-minority district for the first time, the 9th. The new 10th district, added in reapportionment, would be based in Olympia?s Thurston County, and the open 1st district, stretching north to Canada from the Seattle suburbs, would likely be the most competitive territory in the state for the next 10 years.

With Rep. Jay Inslee (D) vacating the 1st district to run for governor, the mapmakers had some leeway to craft the new map without putting any incumbents in totally foreign territory. Former Sen. Slade Gorton, a Republican commissioner, and attorney Tim Ceis, a Democratic commissioner, released the plan at a morning commission meeting in Olympia that was streamed live online.

The two other voting members, who have been working on state legislative lines, had not seen the plan until the meeting, so it is now under review. Three of the four commissioners must approve the map by Sunday, and the state Legislature has until Feb. 10 to make any minor changes. At that point, the map automatically becomes law.

The fact that commissioners from both parties came to an agreement is a strong indication the final map will not vary much from this proposal, but it could still change.

During today?s hearing, Gorton and Ceis both said the open and redrawn 1st district will draw plenty of attention from candidates of both parties. It?s an area that Republicans won in 2010 but that Democrats carried in 2008, according to a source familiar with the map.

?It may be the most evenly divided Congressional district in the United States of America,? Gorton said, smiling. ?It certainly is that in the state of Washington. It has no incumbent in it, and I would imagine it will have a lot of candidates.?

?That will be a very competitive district,? Ceis added. ?I believe it is a swing Democratic district. ... It will be a race to watch in 2012, there is no doubt about that.?

The new lines appear to have drawn Republican John Koster, who came close to upsetting Larsen last year and is running again in 2012, into the 1st. Businessman James Watkins is the only announced Republican candidate in the district.

The list of Democrats running in the 1st is lengthy and expected to get longer. Former Microsoft official Suzan DelBene, who lost to Reichert last year, is believed to be eyeing the district and would be a force thanks to her ability to self-fund. Already running are former two-time Congressional candidate Darcy Burner, state Sen. Steve Hobbs, state Rep. Roger Goodman, former state Rep. Laura Ruderman, activist Darshan Rauniyar and state Rep. Marko Liias, who one source said was drawn into Rep. Jim McDermott?s district.

Former Democratic Congressional candidate Denny Heck announced within minutes that he is running in the new 10th district, which includes most of Olympia?s Thurston County, much of Pierce County and Shelton in Mason County. Heck, the former state House majority leader, lost to Herrera Beutler in the open 3rd district last year.

Reichert, who has been the most vulnerable Republican in the state for several cycles, gets a few points safer with his district losing parts of King County and adding Kittitas and Chelan counties.

In a statement making his re-election bid official, Larsen touted the fact that he currently represents about 90 percent of the constituents in the redrawn 8th district.

?The newly reconfigured Second Congressional District is a straightforward solution to the reality that the district needed to shrink in population,? he said. ?I am excited to continue serving the district and run in the newly configured Second District in 2012.?

Holland Taylor on life, love and Charlie Sheen (Reuters)

WASHINGTON (Reuters) ? Holland Taylor offers no apologies for never settling down, getting married or having children.

The 68-year-old Emmy-winning actress, currently starring in her one-woman show "Ann" at Washington D.C.'s Kennedy Center, simply never had the time.

"I always did think I would be married and settled down by now but maybe I ain't ready," she said, sounding a lot like the over-the-top mother of Jon Cryer she portrays in the CBS comedy "Two and a Half Men." "Then again, maybe I won't ever be ready."

Taylor's career blossomed in her mid-30s and the New Yorker with Pennsylvania roots has been on a dizzying pace ever since, starring on the stage, in television and on film.

Having a family just wasn't in the script.

"I'm very, very happy. I just never was the marrying kind," she said. "I am a serial monogamist. I don't have multiple relationships at once.

"I've had a long life and a lot of relationships and not one of them do I wish -- well, I take that back -- there are a couple I could have done without," she added with a chuckle.

Taylor's current love is "Ann," which is based on the life of quick-witted, sharp-tongued former Texas Gov. Ann Richards.

Seconds after a recent performance at the Kennedy Center, the audience was on its feet, cheering wildly for the show and its star.

While the applause was quick that night, overall it was a long time coming for Taylor. The actress conceived the show nearly six years ago and has been researching it and writing it ever since. She admits to being captivated about the dynamic Richards, who died in 2006 of esophageal cancer.

"I had a lot of creative feelings about her," Taylor told Reuters. "If I had been a painter, it would have been a painting. If I had been a composer, it would have been a piece of music. I had to do something with my feelings about this loss."

Taylor said the idea of taking Richards' story to the stage "came to me very suddenly."

"I was literally driving to work at my television show one day and I had to pull off the highway onto the service road," she recalled. "I had the idea it should be a play because of her liveliness and her contact with the audience.

"She herself said, 'I was good as a candidate over the years only because I connect with people one on one.' I decided right then a play is how it should be done."

NO LOOKING BACK

Taylor has perfected Richards' Southern drawl and eerily looks like the Texas politician whose energizing keynote address at the 1988 Democratic National Convention elevated her to widespread prominence.

The actress insists she brought Richards' story to the stage not because she could play the role but to celebrate the politician's life.

"She was not a person who looked back. Ever," Taylor said. "She did not revisit things. She was rolling along, like a wheel that goes under and then over. Under and over. But always moving forward.

"If she fell, she fell forward. And that is not the way I am. I get very upset. I can get very waylaid. I get blue. I can become chicken little.

"And now when I do, I think, 'What would Ann Richards think of this behavior?'"

During breaks in the show's pre-Broadway tour -- it is playing now through January 15 at the John F. Kennedy Center for the Performing Arts -- Taylor will continue her role on "Two and a Half Men." She is glad its former star, Charlie Sheen, survived his firing and public meltdown earlier this year and has moved on.

"It was painful for me to see him in pain and he did something very, very dangerous by first of all, obviously doing drugs to that degree is dangerous, but quitting very violently is very dangerous too," she said.

"And he went through really an amazing thing out in public. I just was terrified for him. I think everybody was. But he got through it alive which is all anybody wanted."

Taylor said she would see his daily rants and described them as "very scary."

"There were a few days there where I would open the paper, and I would be so frightened to see that something really terrible happened," she said. "I'm glad he escaped that."

Holland Taylor is in a good spot these days, healthy, happy and with more job offers than she knows what do with. Just don't expect her to slow down anytime soon.

With a laugh, she said she would "commit an ax murder" before attempting to conceal her age.

"It would seem so silly," she said backstage at the Kennedy Center. "I really, truly genuinely struggled quite hard until I was in my mid-30s. "I personally was at sea.

"But that's long gone. I'm doing OK. I'm better than OK."

Reports: Boy, 3, fatally shoots 5-year-old friend

A 3-year-old boy accidentally shot and killed a 5-year-old friend on Friday, according to reports.

NBC station KSNW reported that a 23-year-old Kansas man was arrested following the incident in Lakewood, Colorado. He faces charges of child abuse resulting in death and criminal negligence, KSNW said.

The Denver Post identified the suspect as Adam Dean Laham. It reported that he was a family friend who was staying at the apartment.

Bonnie Marin, a spokeswoman for the Lakewood Police Department, told the newspaper that she was unable to confirm whether Laham was in the home at the time of the fatal shooting, which occurred at 9:45 a.m. local time Friday.

KCNC reported that the 5-year-old had been shot in the chest. It said that Laham was the 3-year-old boy's father.

How Does NORAD 'Track' Santa? (LiveScience.com)

For more than 50 years, NORAD ? the North American Aerospace Defense Command ? has used its high-tech missile-tracking systems to track Santa's progress during his annual Christmas Eve flight around the world.

For a 24-hour period, about 1,200 military volunteers take shifts manning the command center at Peterson Air Force Base in Colorado; they monitor radar screens and field calls from excited 7-year-olds who ask for updates on Santa's location. They also update Kris Kringle's progress on the Google Earth map on the NORAD Tracks Santa website, as well as the Facebook page and the Twitter feed.

For the first time this year, people can even keep constant tabs on Santa's sleigh by downloading the NORAD Tracks Santa iPhone and Android apps. In other words, the program is a big deal, and it get bigger every Christmas.

But how do they do it? How does NORAD "track" Santa? [Is There a Santa Claus?]

When asked whether the volunteers plan the jolly old elf's route ahead of time, U.S. Navy Lieutenant Commander Bill Lewis, a Santa tracker, was having none of that.

"We don't plan it, he does," Lewis said. "We just monitor his travels with our ground-based radar, satellites, fighter aircraft, and, of course, the Santa Cams ? he passes over certain cities, and based on the track we're projecting, we've got cameras set up."

The NORAD team monitors a radar system called the North Warning System, which consists of 47 installations strung across the northern border of North America, for indications that Santa Claus has left the North Pole.

"Rudolph's nose puts off quite the heat signature," Lewis told Life's Little Mysteries.

The Christmas program isn't so out of the ordinary for the men and women of NORAD: "365 days a year we track possible threats to the homeland. So tracking Santa as an airborne object fits into our mission set," he said.

Through his experience as a Santa Tracker, Lewis was able to offer a bit of insight into an age-old question: How Santa manages to make it all the way around the world, sort through all the gifts for the good boys and girls and get home before dawn. That's 671 million miles (1 billion kilometers) per hour, which means Santa can travel more than 16 billion miles (26 billion km) in the 24 hours allotted for his journey. A trip round the world is only 25,000 miles (40,000 kilometers), so at his estimated flight speed, Santa could technically circumnavigate Earth 650,000 times if he wanted.

He doesn't, of course ? instead, he takes it slow and downs a mindblowing number of cookies and glasses of milk along the way.

Chinese hackers target U.S. Chamber of Commerce, sensitive data stolen

According to sources close to The Wall Street Journal, Chinese hackers are at it again, this time hitting the U.S. Chamber of Commerce and capturing information from three million members. Those familiar with the matter told the WSJ that hackers stole around six weeks worth of emails regarding Asian policy, but may have had access to sensitive correspondences for as long as a year. The Chamber only learned it was under attack when the FBI sent an alert that servers in China were stealing information, although the exact amount of data stolen is unknown. After confirming the breach, the Chamber shut down and destroyed parts of its computer network, proceeding to revamp its security system over a 36-hour period. Unfortunately, this isn't the first time the U.S. of A has fallen victim to Chinese hackers, as both Google and NASA have experienced breaches over the past few years. The Chamber is currently investigating the attack, hoping to find some digital clues that might reveal the details of who done it and why.

Jobless claims drop to lowest since April 2008

The labor market got another jot of good news Thursday when the government reported a surprise drop in jobless claims to their lowest level in 3-1/2 years.

The Labor Department reported that new claims for jobless benefits dropped by 4,000 in the latest week to a?seasonally-adjusted?364,000. That's?the lowest since April 2008 and well below expectations of an increase to 375,000, raising hopes, at least for now, that the labor market is on the mend.

The 4-week moving average, considered a more accurate barometer of labor market conditions,?was 380,250, a decrease of 8,000 from the previous week's revised average of 388,250.

"No change in the script here. The employment situation continues to show strong signs of a recovery and goes against the grain of what people felt four months ago. There has been a limited impact from the euro zone fallout and hopefully 2012 will be equally strong," Miller Tabak chief economic strategist Andrew?Wilkinson told Reuters.?

The U.S. economy has shown signs it is gaining steam as the year ends, although the recovery still could be derailed by any big flare up in Europe's debt crisis. The economy also faces risks from the fight in Congress over extending special unemployment benefits and a payroll tax cut.?

The level of unemployment claims has fallen in recent weeks, and analysts say fewer layoffs means employers are probably more likely to hire.

Economists at Goldman Sachs said earlier in the week that weekly claims below 435,000 pointed to net monthly gains in jobs. Their research was based on figures available through October.

In November, the jobless rate dropped to a 2-1/2 year low of 8.6 percent. The Federal Reserve last week acknowledged an improvement in the jobs market, but said unemployment remained high and left the door open for further measures to help the economy.

A Labor Department official said claims were not estimated for any states, and that there was nothing unusual in the data.

About 6.7 million people are receiving unemployment benefits. About 2.2 million of them will lose their benefits by mid-February and 3.6 million others will lose theirs by the end of March if Congress doesn't extend the emergency benefits.

Lawmakers are deadlocked over continuing the program, which is attached to legislation that would extend a Social Security tax cut.

House Republicans rejected a two-month extension passed by a bipartisan majority in the Senate. President Barack Obama has called on lawmakers to approve the short-term measure so that they will have time to negotiate a full-year extension.

If Congress doesn't renew the two measures for 2012, economists say, the economy's growth could slow by as much as 1 percentage point.

Japan to pay $114 million for each F-35 fighter jet (Reuters)

TOKYO (Reuters) ? Japan's defense ministry said on Tuesday it would pay 8.9 billion yen ($114 million) for each of Lockheed Martin's (LMT.N) F-35 jet fighters in the initial stage of procurement.

The per-unit cost will come to 9.9 billion yen if backup parts are included, the ministry said.

The ministry plans to buy 42 of the radar-evading jets.

Boat with illegal migrants sinks off Indonesia, 300 missing (Reuters)

JAKARTA (Reuters) ? A boat carrying illegal immigrants heading for Australia sank off the coast of east Java in Indonesia and over 300 people were missing with many feared dead, a senior emergency official said.

Only 76 people of 380 people on board had been rescued, said Sahrul Arifin, the head of emergency and logistics at the East Java Disaster Mitigation Center.

He said strong waves wrecked the wooden boat about 90 km (56 miles) out to sea late Saturday night. "Our search and rescue team have begun sweeping the water around where the accident took place but we are now sending body bags to that area," Arifin said.

He said the passengers were mainly believed to be illegal migrants from countries including Iran and Afghanistan. Many boat people from the Middle East and Asia use Indonesia as a transit point en route to Australia.

Local TV showed images of more than a dozen shocked-looking survivors huddled in a clinic in Trenggalek, a town on Java island's southern coast.

Many economic migrants from the Middle East attempt to cross the Indian Ocean in boats in search of a better life in Australia.

Australia-based refugee advocate Jack Smit told Reuters first reports indicated the boat was overloaded. He suggested it might involve a new and inexperienced people-smuggling operator trying to make money quickly, as the boat reportedly left from the same port in Java as another that sank recently.

"It all points to new operators, and also the population of the boats is changing," Smit, of Project SafeCom Inc, told Reuters. "It seems to me it's a new operator that took a risk that was too big."

Smit said there appeared to be an increasing number of Iranians taking to the boats and fewer Afghans than previously. He estimated that 2 to 5 percent of thousands of asylum-seekers taking to boats in this way each year died en route, with many deaths not reported.

Asylum-seekers often pay thousands of dollars to board the boats, whose journeys are organized by people-smuggling networks based in Indonesia using ramshackle vessels often poorly equipped for the perilous journey to Australian waters. This sinking is the latest of several such disasters in recent years.

Spain PM to outline tough reforms (Reuters)

MADRID (Reuters) ? Spain's incoming centre-right Prime Minister Mariano Rajoy will outline his first economic reforms and cost-cutting measures on Monday as he prepares to take the helm of a country battered by austerity, mass unemployment and the threat of recession.

But while the rhetoric will be tough, details are expected to be scarce as Rajoy delivers the first speech to parliament of his four-year term.

"The new government is starting in the middle of a very serious situation and the message will be that while it requires blood, sweat and tears, we shouldn't despair," said Angel Laborda, economist at Madrid-based think tank Funcas.

"I think he'll announce the general strategy rather than concrete measures, which I don't think they have still."

A self-proclaimed 'Mr. Normal' and a cautious moderate, Rajoy has made few public appearances since his People's Party (PP) trounced the Socialists in November's election. He has filled his rare speeches with warnings of hard times ahead.

On Monday, he will address the new parliament in which his People's Party (PP) now commands an absolute majority, the largest in Spain in 30 years.

On Wednesday he will be officially signed in as prime minister and name his cabinet, a closely guarded secret which PP sources say only Rajoy knows for sure. It will meet for the first time on Friday.

Spain, with an economy more than twice the combined size of Greece, Portugal and Ireland, the three countries so far bailed out by the European Union and International Monetary Fund, has been under market pressure since the sovereign debt crisis began.

Austerity and reforms by the Socialists have so far kept the wolves from the door. Even so, the premium investors demand to hold Spanish over German debt hangs near euro-era highs, despite some shift in investor concern towards Italy, and the new government will have to work hard to convince markets it is up to the job.

Peaceful protests against the effects of wide-ranging belt tightening take place around the country regularly, but many Spaniards are resigned to deeper cuts and expect years more of economic hardship.

Some 49 percent of Spaniards understand more sacrifices must be made to emerge from the crisis, according to a survey published in El Pais newspaper on Sunday, while 94 percent think a solution to the crisis is a long way off.

UNPOPULAR MEASURES

Rajoy has already given the basic outline of the reforms he believes are necessary, focusing on the labour market, the banking sector and public accounts. He said last week the Spanish people understood some measures would be unwelcome.

Balancing the budget and extending a constitutional reform passed in September, which enshrines fiscal discipline in law, will be Rajoy's priority, and he is expected to talk about how the government can meet 2012's budget deficit goal of 4.4 percent of Gross Domestic Product.

Spain has cut the budget shortfall from 11.2 percent of GDP in 2009 to an expected around 6.5 percent this year, but must save nearly 30 billion euros ($39.14 billion) extra next year to keep on track, double the savings implemented in 2011.

The conservative party has argued hard against tax hikes which it fears would further stunt already stagnant growth, so Rajoy will, at first at least, focus on slashing spending to bring public accounts back in line.

"In terms of consolidation, most of it will be via spending, and I think we'll see some drastic measures in terms of social security, unemployment benefit, certainly education and health care in particular," said David Bach, political analyst at IE business school in Madrid.

The exact public deficit will not be calculated until the spring once the regions turn in their end-of-year accounts, so Rajoy will avoid announcing where the axe must fall, and how hard, until then.

Spain has the highest unemployment rate in the EU, at 21.5 percent. Its two-tier contract system grants job security to permanent contract holders, with some of the highest lay-off costs in the developed world, and almost no worker rights to everyone else.

Around a quarter of the economy relies on the badly hit construction sector, tourism and agriculture, leaving millions of low-skilled laborers exposed to a seasonally volatile jobs market and employers in need of a flexible workforce.

But with new measures currently under debate by the unions and employers' representatives, who have until January 6 to reach an accord, Rajoy will wait until the new year before making proposals.

Banks will also face a new phase of restructuring, and the PP has said it wants to detail the true value of property assets on their books. A senior party source has said a decision will be made in the first few months of the year, and that one option is to create a 'bad bank' to take on all the troubled assets of otherwise healthy groups.

On Friday, credit rating agency Fitch put six euro zone countries, including Spain, on watch for potential downgrades in the near future.

The clock may be ticking for the euro zone, but Rajoy is unlikely to be cajoled into rushing reforms into law before examining the details. A drop in debt yields at an auction last week suggested that, for now, he may have some room to move.

"The markets have let him get away with not making bold announcements up until now, so I expect his speech to be about principle, tougher reforms and a sort of pep talk," Bach said. ($1 = 0.7665 euros)

(AP) ? The civilian attorney for Army Pfc. Bradley Manning, the U.S. soldier accused of leaking classified documents published by the WikiLeaks website, asked the presiding officer at his pretrial hearing Friday to step aside.

Army Lt. Col. Paul Almanza's civilian occupation as a Justice Department prosecutor was the chief reason defense lawyer David Coombs gave in asking him to recuse himself. The Justice Department is conducting a criminal investigation targeting WikiLeaks founder Julian Assange.

Manning, 23, is charged with aiding the enemy by leaking hundreds of thousands of secret documents that ended up on the website. At the time, he was a low-level intelligence analyst in Baghdad.

The case has spawned an international movement in support of Manning, who is seen by anti-war activists as a hero who helped expose American mistakes in Iraq and Afghanistan. To others he is a villain, even a traitor, who betrayed his oath of loyalty by deliberately spilling his government's secrets.

Almanza said he hasn't formed an opinion about Manning's guilt or innocence.

Friday's hearing is to determine whether Manning will face a court-martial. If his case goes to trial and he is convicted, Manning could face life in prison. The government has said it would not seek the death penalty.

Dressed in his camouflage Army fatigues, Manning sat at the defense table showing little expression. He occasionally twirled a pen between his thumb and finger.

The hearing is open to the public, but with limited seating. A small number of reporters were present but not allowed to record or photograph the proceedings.

A U.S. military legal expert told reporters shortly before the proceedings began that the presiding officer is likely to make his recommendation on whether to court-martial Manning within eight days after the hearing ends. The hearing is expected to last over the weekend and possibly well into next week.

The legal expert, who could not be identified under Army ground rules, said Manning is to be present for all proceedings, including sessions closed to the public for consideration of classified material.

The site of the hearing, Fort Meade, is home to U.S. Cyber Command, the organization whose mission includes protecting computer networks like the one Manning allegedly breached by illegally downloading huge numbers of classified documents in Iraq.

Manning's lawyer asserts that the documents' release did little actual harm.

Last month, 54 members of the European Parliament signed a letter to the U.S. government raising concerns about Manning's 18-month pretrial confinement.

Manning's supporters planned to maintain a vigil during the hearing and were organizing a rally for Saturday.

Army Maj. Gen. Michael S. Linnington, commander of the Military District of Washington, could choose other courses aside from court-martial, including applying an administrative punishment or dismissing some or all of the 22 counts against Manning.

The Manning case has led to a debate over the broader issue of whether the government's system for classifying and shielding information has grown so unwieldy that it is increasingly vulnerable to intrusions.

Absent from the Meade proceedings will be Assange, who runs WikiLeaks from England. He is fighting in British courts to block a Swedish request that he be extradited to face trial over rape allegations.

A U.S. grand jury is weighing whether to indict Assange on espionage charges, and WikiLeaks is straining under an American financial embargo.

The materials Manning is accused of leaking include hundreds of thousands of sensitive items: Iraq and Afghanistan war logs, State Department cables and a classified military video of a 2007 American helicopter attack in Iraq that killed 11 men, including a Reuters news photographer and his driver.

Manning, who turns 24 on Saturday, was detained in Iraq in May 2010 and moved to a Marine Corps brig at Quantico, Virginia, in July. Nine months later, the Army sent him to the military prison at Fort Leavenworth, Kansas, after a series of claims by Manning of unlawful pretrial punishment.

When it filed formal charges against Manning in March 2011, the Army accused him of using unauthorized software on government computers to extract classified information, illegally download it and transmit the data for public release by what the Army termed "the enemy."

The first large publication of the documents by WikiLeaks in July 2010, some 77,000 military records on the war in Afghanistan, made global headlines. But the material provided only limited revelations, including unreported incidents of Afghan civilian killings as well as covert operations against Taliban figures.

In October 2010, WikiLeaks published a batch of nearly 400,000 documents that dated from early 2004 to Jan. 1, 2010. They were written mostly by low-ranking officers in the field cataloging thousands of battles with insurgents and roadside bomb attacks, plus equipment failures and shootings by civilian contractors. The documents did not alter the basic outlines of how the war was fought.

A month later, WikiLeaks released hundreds of thousands of State Department documents that revealed a hidden world of backstage diplomacy, including candid comments from world leaders.

It took months for the Army to reach the conclusion that Manning was competent to stand trial. In the meantime Manning's civilian lawyer, Coombs, has sought to build a case that appears to rest in part on an assertion that the government's own reviews of the leaks concluded that little damage was done.

New York ? Democrats and Republicans reach a risky impasse over a popular tax break. And the clock is ticking

Once again, the threat of a government shutdown is hanging over Washington. Without a new spending package ? Democrats are pushing a $1 trillion omnibus bill ? current stopgap funding will run out on Friday. Democrats have?insisted that a new spending bill will be stalled until the GOP agrees to extend the popular payroll-tax holiday through 2012. The Republican-controlled House did vote on Wednesday to extend the payroll tax cut, but Democratic leaders say the GOP bill is "dead on arrival" in the Senate. That's because the GOP tacked a provision onto its bill demanding that the controversial Keystone XL oil pipeline project go forward, and because the GOP wants to pay for the $119 billion package with increased Medicare premiums instead of a surtax on people with incomes over $1 million. Will the two sides compromise, or let the government shut down?

Both parties are stubborn enough to do it: "In theory, the House-approved bill clears the way for the two sides to compromise" and approve the tax-cut extension on time, says Mary Milliken at Reuters. It's clear both parties "want to give the boost to voters and the fragile American economy." But the "elaborate political theater" underway on Capitol Hill makes it appear that "cooler heads" might not prevail in time to avoid a shutdown.

The only way to avoid disaster is for Senate Majority Leader Harry Reid to give up on his "nasty little political game of chicken."

Romney opens up a bit more to media scrutiny (AP)

WASHINGTON ? Republican presidential candidate Mitt Romney responded Tuesday to complaints that is shielding himself from media scrutiny, agreeing to more in-depth interviews and holding his third modest press availability in four days.

The former Massachusetts governor continues to favor the conservative-friendly Fox News Channel. But his campaign seemed eager to fend off critics' mockery of his frequent dodges of reporters and tough questioning.

Romney agreed to appear on "Fox News Sunday" on Dec. 18, his first national Sunday talk show in nearly two years. In Arizona, he fielded a few questions from national reporters, as he did on two occasions Saturday in New Hampshire.

"I'll be on Fox a lot, because you guys matter when it comes to Republican primary voters," Romney told Fox News' Neil Cavuto on Tuesday. His campaign let other reporters listen to the exchange without jumping in.

The change in tone comes as Romney allies express fears that he is overdoing his above-the-fray approach, just as former House Speaker Newt Gingrich is rising in GOP polls. Republican insiders are divided on whether Romney should hit Gingrich harder. But in the wake of Romney's prickly responses in a Nov. 29 televised interview, there was wider agreement that he needs to show he can handle tough questions from political reporters.

"The lack of engagement strategy has served Romney pretty well," Rich Galen, a GOP strategist and former Gingrich aide who is neutral in the current race, said in an interview Tuesday, before Romney signaled his more open posture. "Now I think they've got to alter course and get him out there more."

Numerous Romney supporters had expressed concern over reports of him dodging reporters.

"It remains a mystery why Mitt Romney has done relatively few interviews," Jennifer Rubin, a conservative blogger for The Washington Post who often praises Romney, wrote on Monday. The much-discussed Nov. 29 Fox interview, she said, might have gone better "had it been one of dozens of TV interviews he'd given during the campaign. ... He's been the least interviewed candidate in the race."

In that 15-minute exchange with Fox News' Brett Baier, Romney bristled at questions about his changed views on abortion, climate change, immigration and gay rights, all of which are widely discussed in political circles.

Romney acknowledged rejecting his pro-abortion-rights stand of the 1990s, although he did not explain why. Otherwise, he told Baier, "Your list is just not accurate." Romney suggested the questions were inspired by "Democratic ads" that label him a serial flip-flopper.

Asked about his Massachusetts health initiative, which required residents to obtain medical insurance, Romney said he had answered the question "many hundred times." He added: "This is an unusual interview."

The questions were typical of those that many mainstream news organizations would ask, with no surprises or oddball queries. Except for Fox, which has several conservative hosts and is a favorite stop for GOP candidates, Romney rarely gives extended interviews to TV networks or national newspapers and news magazines.

Campaigning last Saturday in Manchester, N.H., Romney was surrounded by cheering fans as he took a few questions from reporters in the morning. Shortly after noon, on a quiet residential street, he fielded a few more. However, the day's only one-on-one interviews, which give reporters a chance to ask follow-up questions, were with Fox News and a TV station from Derry, N.H.

On Tuesday, Romney hinted he might slowly ramp up his criticism of Gingrich as he conducts more press availabilities.

"I will not be quiet," he told Cavuto. "Speaker Gingrich is a friend, respected. But we have very different life experiences."

Romney said Gingrich has spent the past 40 years or so in Washington, "working as an insider." Romney, whose only elected experience is four years as Massachusetts governor, says he would bring a more business-oriented, outside perspective.

Some party veterans urge Romney to be cautious. Bitter quarrels between politicians are "what people are sick and tired of," said Rep. Steve LaTourette, R-Ohio. "It would be disappointing if he all the sudden lit in to Gingrich, and if Gingrich lit into Romney."

LaTourette said he is backing Romney, partly because he has a "hangover" from Gingrich's tumultuous days as House speaker in the mid-1990s. "Everything always seemed to be on fire," he said.

Republican consultant Terry Holt also urged Romney to proceed carefully.

"It's important to protect your candidate's reputation and image," he said. Romney has a statesmanlike image, Holt said, and "I'd be very hesitant to sacrifice that with so much time on the clock."

As for in-depth interview programs, even some Democrats sympathize with Romney's reluctance.

"It's a half hour or 15 minutes of gotcha questions," said Chris Lehane, who helped Al Gore deal with the media in the 2000 presidential campaign. But that doesn't mean a serious candidate can skip such shows, or comparable interviews with major newspapers or magazines, Lehane said.

"You have to find a happy balance," he said, between protecting the candidate from gaffes and convincing voters that the contender is smart, prepared and capable.

If a candidate skips tough questions or handles them badly, Lehane said, voters will ask, "How are you going to deal with some significant crisis? These are fairly easy things compared to what you'll face as president."

Democrats happily distribute anecdotes of Romney evading journalists. They include a New York Times account of Romney being the only candidate expressing alarm at a reporter's presence backstage at last Saturday's GOP forum in New York.

Romney spokeswoman Andrea Saul said her candidate "has done thousands of interviews over the course of his career, and he'll do a lot more." He exposes himself to questions in town hall settings, televised debates and numerous videotaped interviews with newspaper editorial boards, Saul said.
